After the top leaders stressed the need to accelerate the development of blockchain technology and industrial innovation in October last year, our government’s support policies for blockchain have been strengthened layer by layer. Since the beginning of this year, not only 21 provinces, municipalities and autonomous regions, including Beijing, Shanghai, Guangdong, Fujian, Qinghai and Gansu, have mentioned blockchain in their government work reports, but local governments are also actively purchasing blockchain-related services.
Using “blockchain” as the key word on the China Government Procurement Network, PAData counted 103 blockchain-related procurement cases initiated by Chinese governments and institutions at all levels from December 12, 2016 to May 28, 2020, especially focusing on the procurement cases from 2019 to the present. The results show that as of May 28, blockchain government procurement cases have increased by 67% compared with the first half of last year. The total budget / transaction amount involved in the block chain is about 15.96 million yuan, and tourism and social welfare have become the new use scene this year.

According to the data of the China Government Procurement Network, the relevant announcement on the purchase of blockchain services by Chinese governments / institutions at all levels first appeared on December 12, 2016. at that time, Tsinghua University budgeted 900000 yuan for the procurement project of the National Engineering Laboratory of Electronic Commerce transaction Technology based on the blockchain data protection system. Since then, with the continuous release of policy benefits, blockchain-related government procurement cases are also increasing.
As of May 28, 2020, the Chinese Government Procurement Network has announced a total of 103 procurement cases, including 100 winning bids (including transactions) and three projects under tender. Among them, 2019 was a year of government procurement blockchain service “blowout”. A total of 59 procurement cases were announced for the whole year, accounting for 57.28% of all procurement cases, an increase of 210.52% over the same period last year. 20 related procurement cases have been announced in 2020, which has not been completed in the first half of the year, an increase of 67% over the first half of last year.
Since 2019, 50 of the 79 blockchain-related government procurement cases have publicized the budget / transaction value of the blockchain portion. Among them, in 2019, a total of 40 procurement cases publicized the purchase amount of the block chain part, with a total amount of 70.8 million yuan, an increase of 850.34% over the same period last year. In 2020, 10 procurement cases announced the purchase amount of the block chain part, with a total amount of 15.96 million yuan, an increase of 71.43% over the first half of last year.
Among the 50 procurement cases publicizing the purchase amount of block chain since 2019, the highest amount of individual purchase case is the “Haidian District Netcom Office platform Construction Project” purchased by Beijing Haidian District Government Service Administration in August 2019. The project includes block chain basic operation platform, block chain business support service system, block chain open authentication system and other contents, with a transaction value of about 27.08 million yuan.
In addition, the budget / transaction amount of block chain in other individual procurement cases is generally less than 5 million yuan. But the average amount of government blockchain purchases that have been announced is growing. According to statistics, after excluding the extremely high value of 27.08 million yuan, the budget / transaction amount of the blockchain part of a single procurement case in 2019 is about 1.121 million yuan, and the budget / transaction amount of the blockchain part of a single procurement case from 2020 to now is about 1.596 million yuan, an increase of about 42.37% over last year.
Overall, since the beginning of this year, the procurement of blockchain-related services by government departments has not only increased in quantity, but also increased in the amount of related procurement.
The rate of winning bids in provincial procurement cases is high, and purchasing units and winning companies are concentrated in Beijing and Liangguang.
From 2019 to now, 79 procurement cases have been initiated by 72 units, distributed in 16 provinces, municipalities and autonomous regions. Among them, Beijing (including central / provincial and ministerial level units) is the region with the largest number of procurement units and initiating procurement cases. A total of 15 units in Beijing (including 2 central / provincial and ministerial level units) purchased 18 blockchain related services in 2019. From 2020 to now, 4 units in Beijing (including 2 central / provincial and ministerial level units) have purchased blockchain related services for 4 times.
Secondly, there are more procurement units and procurement cases in Guangdong and Guangzhou. Since 2019, a total of 8 government units in Guangxi Province have initiated 10 blockchain-related purchases, while 8 units in Guangdong Province have initiated 8 related purchases. Since the beginning of this year, Fujian Province and Gansu Province have also increased the intensity of government procurement, with three units each initiating three purchases, which is second only to Beijing this year.
Since 2019, the unit that has purchased the largest number of blockchain-related services is the Office of the Central Network Security and Informatization Committee, which has purchased three times. In August and September 2019, we purchased the “blockchain Information Service record Service” project, the domestic blockchain application chain supervision system (phase I) and the blockchain information service record management and monitoring system, with a total purchase amount of about 7.668 million yuan.
In addition, Yulin Housing Provident Fund Management Center, Shandong Judicial Department, Beijing Municipal Bureau of economy and Information Technology, China Welfare Lottery issuance and Management Center, Fuzhou big data Service Center, Guangxi Institute of Finance and Economics and Jiayuguan Housing Provident Fund Management Center have also purchased block chain-related services twice.
From the perspective of the winning companies, a total of 76 companies in 17 provinces and cities have undertaken government procurement cases since 2019. (note: if there are two or more winning companies in a procurement case, the statistics of each winning company shall correspond to one procurement case, that is, the procurement case may be repeated. Among them, a total of 26 companies in Beijing have undertaken 28 government procurement cases, which is the region with the largest number of winning companies, followed by 13 companies in Guangdong Province that have undertaken 13 government procurement cases, accounting for about 51.32% of the total number of winning companies in the two provinces and cities.
It is worth noting that no government units have initiated blockchain procurement cases in Sichuan Province and Zhejiang Province, but companies / units in both provinces have won the bid. Two companies in Sichuan Province have undertaken two government procurement projects, and two companies in Zhejiang Province have undertaken three government procurement projects.
The company that has won the most government procurement projects since 2019 is Zhengzhou Jizheng Technology Co., Ltd., which has won the bid three times. In July, September and October 2019, respectively, it won the bid Linxia housing provident fund management information system integrated service platform continuation project and remote disaster recovery backup construction project and Jiayuguan housing provident fund management center 2019 information construction project. According to the company’s website, it is not a blockchain company, but an information solution provider for the housing provident fund industry, and the official website does not show blockchain-related business.
In addition, Zhejiang Ailishi Information Technology Co., Ltd., Linkage advantage Technology Co., Ltd., Taiji computer Co., Ltd. And Jiayuguan Zhixiongguan Information Technology Co., Ltd. have also won two government procurement cases.
Overall, although the local procurement units and bid-winning companies are relatively scattered, but the bid-winning rate of companies in various provinces is generally high. According to statistics, in 16 provinces and cities with both purchasing units and winning bidders, the overall average bid winning rate in the province since 2019 is 62.08%. Among them, Guizhou, Hubei, Jiangsu and Shanghai have won an average bid rate of 100% since 2019, while Guangdong, Shandong and Tianjin have all won an average of more than 75% since 2019.
And from the changes of the bid winning rate of each province last year and this year, the provincial bid winning rate of blockchain government procurement is still increasing. For example, the winning rates of Guangdong, Guangxi, Shandong and Yunnan provinces all rose from less than 70% in 2019 to 100% in 2020.
In addition, it is worth noting that in Hebei, Heilongjiang and Fujian provinces, the bid winning rates in the three provinces are very low. All government procurement cases in Hebei and Heilongjiang are undertaken by companies from other provinces, while only 12.5% of the procurement cases in Heilongjiang Province are undertaken by companies in the province. Although the government units of these three provinces intend to develop block chain industry, the foundation of block chain in the province may be relatively weak.
Tourism and social welfare are new scenes, while education, scientific research and government information are the main application scenarios.
According to the description of the project content of 103 blockchain-related government procurement cases (including procurement cases in bidding) over the years, the application scenarios of blockchain involve 15 subcategories, from which it can be seen that education and scientific research, government information, services for agriculture, rural areas and farmers, network security and social security are the five scenarios with more government procurement. In particular, there are the most government procurement cases applied to “education and scientific research” and “government information”, with 27 and 26 respectively.
The procurement projects of education and scientific research are mainly initiated by schools to purchase training platforms or experimental equipment or by government planning departments to study the development of block chain industry. The procurement cases of government information are mainly purchased by government departments or institutions directly under the government, including central / provincial and ministerial-level units, such as the State General Administration of Market Supervision and Administration and the Procuratorial Technology Information Research Center of the Supreme people’s Procuratorate.
In addition, the government procurement cases serving agriculture, rural areas and farmers are mainly used for tracing the origin of agricultural products, e-commerce of agricultural products and intelligent agriculture; the main regulatory needs of network security services are China Network Security Review Technology and Certification Center, the State Internet Information Office, the Office of the Central Network Security and Informatization Commission and other regulatory units. At present, the purchase of social security is mainly initiated by local provident fund management centers to connect with the national provident fund data platform.
From the perspective of time line, the procurement cases of education, scientific research and government information have dropped rapidly after the explosive growth in 2019, while the procurement cases serving agriculture, rural areas and farmers are expected to increase. As of May 2020, four related procurement cases have been announced this year, only one less than in 2019. Other areas of concern include social welfare and tourism, which are new categories in 2020, sponsored by the China Welfare Lottery issuance and Management Center and the Jiangsu Provincial Department of Culture and Tourism, respectively.
The procurement in the field of social welfare was announced by the China Welfare Lottery issuance and Management Center in April 2020, and the target of the procurement is “the construction of the new Kino game data storage system”. Through the block chain, the project plans to realize the new Kino game data storage, blind inspection, notarization record automatic generation, the whole process of information verification, including digital signer, signature collection, signature verification, signature query, system settings and other functions, the purchase amount is about 1.89 million yuan.
The procurement in the tourism field was announced by the Jiangsu Provincial Department of Culture and Tourism in April 2020, and the target of the procurement is “the construction of Jiangsu Wisdom Travel Service platform for guests”. Through the use of block chain technology and other innovative technologies, the platform plans to build a provincial smart travel service software platform to realize the intelligent promotion, online supermarket and authoritative release functions of display terminals such as PC, APP and WeChat, so as to provide the public with a convenient online entrance of cultural and travel services, and realize a convenient and quick trip to Jiangsu for tourists and the public.
Coincidentally, in addition to Jiangsu, Hainan also plans to put block chain technology on the ground tourism scene this year. On May 14, 2020, the Hainan Provincial Department of Industry and Information Technology issued the notice on several measures to accelerate the Development of Block chain Industry in Hainan Province, which mentioned the promotion of block chain points for tourism consumption. to achieve the exchange of consumption points among different businesses in the fields of public transport, hotel accommodation, catering and shopping, tourism scenic spots, culture and entertainment, and gradually realize “one-chain tour to Hainan”.
When analyzing Hainan block chain policy, Ouke Cloud chain Research Institute previously believed that block chain, as a collaborative new technology, is feasible in the fields of smart city, social governance, public welfare, and so on. It will be used as a key construction of Hainan information infrastructure.
However, it is worth mentioning that although the use scene of government procurement cases is constantly expanding, at present, the blockchain-related services of government procurement are still relatively basic, and most of the procurement is infrastructure procurement, which is specifically manifested in the linking of data, or procurement of services mainly based on block chain certificate function, such as product traceability, which reflects the characteristics of government procurement.
